Trailers were brought under the ECWVTA regime with the Recast Framework Directive in April 2009. All types of trailers can now be type approved, including exhibition trailers, catering trailers, horse trailers, boat trailers, motorcycle trailers and vehicle recovery trailers.
Trailer Categories
Trailers, including semi-trailers, (Category O) are defined in 2007/46/EC (as amended) as follows:
Category O: Trailers (including semi-trailers)
Category O1: Trailers with a maximum mass not exceeding 0.75 tonnes
Category O2: Trailers with a maximum mass exceeding 0.75 tonnes but not exceeding 3.5 tonnes
Category O3: Trailers with a maximum mass exceeding 3.5 tonnes but not exceeding 10 tonnes
Category O4: Trailers with a maximum mass exceeding 10 tonnes

Multi-stage Build
Sometimes trailers are built by a Vehicle Manufacturer in a single stage and other times the trailers are built in two or more stages, known as multistage build. It is possible to obtain Vehicle Type Approval for complete vehicles, incomplete vehicles and completed vehicles and these are defined as follows:
- Incomplete Vehicle - is a vehicle that must undergo at least one more build stage to become a finished vehicle that is ready for it’s intended use
- Complete Vehicle - is a vehicle that is built in a single stage by a single manufacturer
- Completed Vehicle - is a vehicle that was has been built to the point that it has been completed ready for use in at least two stages by at least two manufacturers
