Passenger vehicle have had a type approval regime in place since the 1970’s. The technical requirements and legislation has moved on since these early days with emphasis on more stringent emissions outputs and safer vehicles for vehicle occupants as well as pedestrians and other road users.
The recent Recast Framework Directive provided a Special Purpose Vehicle category for cars which included Wheelchair Accessible Vehicles (WAVs), thus enabling this growing industry of vehicles to obtain ECWVTA.
Passenger Vehicles Categories
Category M Vehicles are defined in 2007/46/EC (as amended) as:
Category M: Motor vehicles with at least four wheels designed and constructed for the carriage of passengers.
Category M1: Vehicles designed and constructed for the carriage of passengers and comprising no more than eight seats in addition to the driver’s seat
Category M2: Vehicles designed and constructed for the carriage of passengers and comprising more than eight seats in addition to the driver’s seat, and having a maximum mass not exceeding 5 tonnes
Category M3: Vehicles designed and constructed for the carriage of passengers and comprising more than eight seats in addition to the driver’s seat, and having a maximum mass exceeding 5 tonnes

Multi-stage Build
Sometimes Passenger Vehicles are built by a Vehicle Manufacturer in a single stage and other time the Passenger Vehicles are built in two or more stages, known as multistage build. It is possible to obtain Vehicle Type Approval for complete vehicles, incomplete vehicles and completed vehicles and these are defined as follows:
- Incomplete Vehicle - is a vehicle that must undergo at least one more build stage to become a finished vehicle that is ready for it’s intended use
- Complete Vehicle - is a vehicle that is built in a single stage by a single manufacturer
- Completed Vehicle - is a vehicle that was has been built to the point that it has been completed ready for use in at least two stages by at least two manufacturers
Type Approval Routes Available for Passenger Vehicles
