Goods Vehicles, including Light Commercial Vehicles (LCV), used to have a separate national scheme for vehicle approval but were brought under the ECWVTA regime with the Recast Framework Directive in 2009.
Goods Vehicles Categories
Goods Vehicles (Category N) are defined in 2007/46/EC (as amended) as follows:
Category N: Motor vehicles with at least four wheels designed and constructed for the carriage of goods.
Category N1: Vehicles designed and constructed for the carriage of goods and having a maximum mass not exceeding 3.5 tonnes
Category N2: Vehicles designed and constructed for the carriage of goods and having a maximum mass exceeding 3.5 tonnes but not exceeding 12 tonnes
Category N3: Vehicles designed and constructed for the carriage of goods and having a maximum mass exceeding 12 tonnes

Multi-stage Build
Sometimes Goods Vehicles are built by a Vehicle Manufacturer in a single stage and other time the Goods Vehicles are built in two or more stages, known as multistage build. It is possible to obtain Vehicle Type Approval for complete vehicles, incomplete vehicles and completed vehicles and these are defined as follows:
- Incomplete Vehicle - is a vehicle that must undergo at least one more build stage to become a finished vehicle that is ready for it’s intended use, for example a chassis cab would be an incomplete vehicle as a body would need to be fitted to it before it could be used
- Complete Vehicle - is a vehicle that is built in a single stage by a single manufacturer, for example a panel van could be a complete vehicle
- Completed Vehicle - is a vehicle that was has been built to the point that it has been completed ready for use in at least two stages by at least two manufacturers, for example a dustbin lorry that uses a chassis cab from one manufacturer as the “base vehicle” with a different manufacturer completing the vehicle build by fitting the dustbin collection body and equipment so that it is ready for use

The available routes to certification for Goods Vehicles include ECWVTA, NSSTA, IVA and the recently introduced N1 Enhancement Scheme.
